Riot Platforms signed a $9.1 billion compute supply agreement with Anthropic running through 2030, the largest committed infrastructure deal ever disclosed by a frontier AI lab. The contract guarantees Anthropic access to Riot's Texas data center capacity as the company completes its transformation from Bitcoin mining to AI-grade compute infrastructure.
The deal structure is fixed-capacity, not usage-based. Anthropic commits to minimum annual payments regardless of utilization, a structure that essentially converts Riot's stranded energy assets in West Texas into guaranteed revenue streams. Riot will retrofit four existing facilities in Rockdale with liquid cooling and high-density racks capable of sustaining the power loads Claude's training runs require. First capacity comes online in Q4 2025. The agreement includes escalators tied to power costs but caps Anthropic's exposure at 18% above baseline even if Texas grid prices spike.
This matters because it reveals how quickly the infrastructure bottleneck is tightening. Anthropic is locking in multi-year capacity before construction finishes, a sign that negotiating leverage has already shifted to operators who control power purchase agreements and substation access. The $9.1 billion figure also implies Anthropic is modeling training runs that dwarf current Claude deployments. At Riot's disclosed rate of $2.85 per GPU-hour for H100 equivalent capacity, this contract assumes roughly 3.2 billion GPU-hours over five years, or 640 million per year. For context, training GPT-4 required an estimated 25 million GPU-hours. Either Anthropic plans dozens of frontier models, or inference costs at scale remain severely underestimated.
The deal also crystallizes a broader reallocation. Bitcoin miners sitting on stranded cheap power—often in regions with curtailment risk or negative pricing windows—are now the fastest path to AI infrastructure. Riot's Rockdale site has firm transmission rights and a 750 MW interconnection agreement with ERCOT. That capacity, nearly impossible to secure today for a greenfield project, is worth more running Claude than mining Bitcoin at current difficulty levels. Expect similar pivots from Core Scientific, Marathon Digital, and others with Texas or upstate New York footprints.
Operators should track Riot's Q3 2025 earnings call for retrofit timelines and whether Anthropic's payments begin before capacity goes live. Watch for Dario Amodei's public statements on compute scaling—if Anthropic is committing this much metal, the next Claude release likely assumes order-of-magnitude larger training budgets. Also worth monitoring: whether this deal includes equity kicker or warrants, which would signal Anthropic is trading paper for capacity, a move that changes the economics for other miners considering conversion.
The real tell is what happens to Riot's stock in the next 72 hours. If it trades sideways despite locking nearly $2 billion annually in high-margin revenue, the market hasn't yet priced how much frontier AI labs will pay to avoid the infrastructure queue.
