SK Hynix announced 170,000 tons of daily water recycling in 2025, a claimed global record for semiconductor manufacturing. The Yongin chip cluster expansion will consume more water annually than that infrastructure currently saves.
The company disclosed the recycling milestone alongside expansion plans for its Yongin facility in Gyeonggi Province. Water demand projections for the new fab capacity exceed the 62 million tons annually reclaimed through existing systems. The gap surfaced in public filings before site preparation began. SK Hynix has not issued revised infrastructure timelines or capital allocation figures for supplemental water procurement systems.
This matters because semiconductor fabrication requires ultra-pure water at every lithography step—2,000 to 4,000 liters per 300mm wafer in advanced nodes. Yongin is planned as a high-bandwidth memory and advanced DRAM cluster. If water infrastructure lags capacity installation by even two quarters, yield ramp delays compound. Korean industrial water permits require 18 to 24 months for municipal approval in greenfield expansions. SK Hynix operates on procurement contracts with Korea Water Resources Corporation, but the Yongin region already allocates 87% of available industrial water capacity to existing semiconductor and display fabs. The company will need either desalination partnerships, expanded recycling systems with $400 million to $600 million in capital outlays, or production scheduling that staggers full-capacity ramp beyond 2027.
Allocators should note that SK Hynix derives 72% of revenue from memory products where fabrication tempo directly determines market share in high-margin HBM3E and DDR5 categories. Competitors Samsung and Micron both expanded water infrastructure before announcing capacity additions in their last cycles. SK Hynix's public schedule implies construction begins in Q3 2025. Any water procurement delay pushes first-wafer targets into 2027 or beyond, during the peak build-out phase for AI accelerator memory—currently the fastest-growing segment at 43% CAGR through 2028.
Watch for permit filings with Korea's Ministry of Environment in May and June, capital expenditure revisions in the Q2 earnings call, and any partnership announcements with water infrastructure firms such as Doosan Enerbility or Hyundai Engineering. Samsung's Pyeongtaek recycling expansion took 22 months from permit to operational capacity. SK Hynix has roughly that window before Yongin's planned 2027 production start.
The company recycled a world-record volume of water but disclosed the constraint before breaking ground. Procurement foresight, not operational achievement, now determines whether Yongin meets its HBM revenue targets.
