Tata Electronics, CG Power, and HCL Group have committed ₹1.29 trillion in semiconductor manufacturing projects since January 2025, marking the first substantial capital deployment under India's Semicon 2.0 initiative. The announcements follow New Delhi's allocation of a ₹1.28 trillion central budget to secure a second commercial silicon fabrication plant by 2031 and fund India's first display fabrication facility.
Tata Electronics leads with plans for an OSAT facility in Assam and a ₹91,000 crore fabrication plant in Gujarat, both under construction. The Gujarat facility targets 28-nanometer process nodes and is expected online by late 2026. Murugappa Group's CG Power is developing assembly and test capacity in Tamil Nadu with ₹7,600 crore in committed capital. HCL Group has disclosed plans for a compound semiconductor fab focused on gallium nitride and silicon carbide substrates, though exact site selection remains pending regulatory clearance. All three projects carry central government support ratios between 35% and 50% under the India Semiconductor Mission framework.
The velocity matters because India's electronics imports remain structurally anchored to Taiwan and South Korea, with $65 billion in annual semiconductor purchases as of fiscal 2024. The government's semiconductor sovereignty doctrine treats chipmaking infrastructure as a defense-grade imperative, not industrial policy theater. Tata's Gujarat facility alone will account for 15% of India's current annual chip import volume when operating at nameplate capacity. The display fab, expected operational by Q4 2027, addresses panel dependency in India's $150 billion consumer electronics sector, which currently sources 98% of display glass and driver ICs from China and Taiwan.
The timing aligns with Washington's chipmaking subsidy architecture under the CHIPS Act and Brussels' European Chips Act, both of which restrict certain process node transfers to non-allied jurisdictions. India's Semicon 2.0 explicitly permits technology collaboration with U.S. and EU firms while excluding partnerships that involve controlled Chinese intellectual property. Applied Materials and Lam Research have confirmed discussions on equipment supply to both Tata facilities. Tokyo Electron has begun site assessments at the CG Power Tamil Nadu complex. The policy creates a narrow window—18 to 24 months—for Indian conglomerates to lock in fab partnerships before global equipment capacity tightens further in the 2027-2029 buildout cycle.
Allocators should monitor three follow-on events. First, Tata's expected $500 million equity raise for the Gujarat fab, likely structured as a non-dilutive infrastructure bond with sovereign partial guarantees, expected by Q3 2025. Second, the formal site announcement for HCL's compound semiconductor facility, which carries implications for India's electric vehicle and defense electronics supply chains, due before September 2025. Third, equipment procurement contracts from Applied Materials and Tokyo Electron, which will signal whether India's domestic content requirements—currently 25% by value—are negotiable or structural, clarity expected by year-end 2025.
The second commercial fab tender under Semicon 2.0 is scheduled to open in Q1 2026, with $2 billion in minimum committed investment required for qualification. Reliance Industries and the Adani Group have both requested preliminary briefing documents from the Ministry of Electronics and Information Technology.
