Google commits €13B to Finland through 2028, backs nuclear and data-center cluster

Alphabet's largest European infrastructure bet links uranium, wind, and battery projects to AI compute—reshaping Nordic grid economics.

Google will invest at least €13 billion ($15.1 billion) in Finland through 2028, the company disclosed in regulatory filings September 9. The capital underwrites data-center expansion in the Hamina region and direct backing of nuclear generation, wind farms, and battery storage. It is Alphabet's largest disclosed infrastructure commitment in Europe.

The financing breaks into two streams. Roughly €8.2 billion goes toward Hamina campus expansion—server halls, cooling infrastructure, and fiber—while €4.8 billion backs off-taker agreements for nuclear and renewable projects. Google named Fortum as the nuclear counterparty and TuuliSaimaa as the wind partner. Battery installations will buffer grid intermittency. The timeline extends through Q4 2028, with the first nuclear delivery expected in late 2026.

This matters because Google is vertically integrating power procurement into AI infrastructure planning, not leasing capacity from utilities. The nuclear component is the tell. Training runs for frontier models now consume 50-80 megawatts per cluster, and inference at scale adds baseline load that wind cannot meet alone. By locking in Finnish nuclear—where capacity factors run above 90%—Google secures the dispatch reliability that AI compute demands. Fortum operates three reactors at Loviisa and holds stakes in the Olkiluoto units; the agreements likely involve long-term PPAs with take-or-pay clauses. This is grid arbitrage dressed as climate positioning.

The Finland choice is deliberate. Corporate tax at 20% is manageable, but the real edge is latency and interconnect. Hamina sits 1,800 kilometers from Frankfurt and 1,200 kilometers from Stockholm, close enough to serve European inference traffic without violating GDPR data-residency constraints. Subsea fiber runs through the Baltic to Germany and Poland. The Nordic power market remains the cheapest in Europe—wholesale averages €45 per megawatt-hour versus €95 in Germany—and Finnish grid operators have shown willingness to prioritize industrial loads. Google is buying certainty in a continent where energy policy remains incoherent.

Operators should track three follow-on events. First, watch for additional Fortum PPA disclosures in their Q4 2024 earnings, due February. If the agreements include equity stakes or project finance, that signals deeper vertical integration. Second, monitor TuuliSaimaa's permitting pipeline; wind farms at this scale require 18-24 months from approval to first output, so construction announcements should surface by Q1 2025. Third, check whether Google files for Finnish grid-balancing licenses. If they move beyond customer status to active grid participation, the model shifts from buyer to infrastructure operator.

Alphabet now holds binding commitments for 4.9 gigawatts of renewable and nuclear capacity globally, up from 3.2 gigawatts at year-end 2023. The Finland deal puts 1.1 gigawatts of that under contract, making it the largest single-site power procurement outside the United States. The message to allocators is clear: frontier AI is no longer a software margin story—it is a capital-intensity story with infrastructure risk priced in basis points, not beta.

The takeaway
Google's €13B Finland bet ties AI compute to nuclear baseload, vertically integrating power and revealing true capital intensity of frontier models.

Your next customer won't visit your website. Their AI will.
AI assistants have quietly taken over the first step of buying — they answer from catalogs they can read and shortlist whoever can actually ship. Two questions now decide whether you exist to that buyer: can a machine read your catalog, and can you fulfill the order. Most brands fail one or both and never find out why the orders went elsewhere. The winners of this shift aren't the loudest. They're the most readable. Build for the machine that's about to do the shopping.

This trade runs on hands, not desks. Imprint manufacturing & Komori heritage press through approved vendors · Canon high-speed secure-media operations is a craft floor — genuine Six Sigma discipline applied to ink, thread, foil, and registration, where a hundredth of an inch is the difference between a brand that reads serious and one that reads cheap. POPS4 is built by exactly those operators: independent, boots-on-the-ground engineers who carry their own book, read a client in microseconds, and put their name on every run. Beyond our own Virginia Beach floor, we work with a vetted network of craft manufacturers across the US — each meeting the highest excellence in QC standards in the industry, each a specialist in its own discipline — so apparel, hard-goods imprinting, media manufacturing, packaging, and secure printing all go to the bench built for them, coordinated from one accountable hub.
