India crosses ₹64,000 crore in OSAT bets, bypassing fab risk for back-end assembly dominance

Delhi backs testing and packaging over foundry capex as geopolitical hedges accelerate supply-chain bifurcation.

India's Ministry of Electronics and IT has cleared ₹64,000 crore in committed capital for Outsourced Semiconductor Assembly and Testing facilities, making OSAT the centrepiece of Delhi's chip-ecosystem strategy. The figure spans fourteen approved projects under the Modified Semiconductor and Display Fabrication scheme, with first-silicon targets concentrated in 2025 and 2026. The capital split favours back-end processes—wire bonding, flip-chip packaging, final test—over the front-end foundry risk that has stalled other national programmes.

The model mirrors Malaysia's OSAT-led industrialisation in the 1990s, though India's scale advantage is the $30 billion domestic electronics market and policy willingness to restrict China-assembled imports on national-security grounds.
