MainePERS commits $80M to Capricorn Investment Management growth vehicles

Public pension doubles down on impact-linked venture despite broader LP caution in 2025 vintage commitments.

MainePERS has filed an $80 million commitment to Capricorn Investment Management, the Palo Alto firm known for blending climate-tech venture with public equities. The commitment spans multiple Capricorn vehicles, according to pension board documents reviewed this week. MainePERS manages $20.3 billion in assets for approximately 51,000 Maine public employees and retirees.

Capricorn Investment Management, founded in 2001 and led by Lon Bringewatt, operates a suite of strategies including venture capital, public equities, and fixed income with a persistent overlay on sustainability and climate adaptation. The firm has backed companies including Beyond Meat, Nest Labs, and Tesla in prior vintages. MainePERS has been a limited partner in Capricorn vehicles since at least 2016, when it committed $25 million to an earlier fund generation. This $80 million allocation represents a material scale-up in a relationship now nearly a decade old.

The commitment arrives as public pension funds have grown measurably selective about new venture commitments. Cambridge Associates data through Q4 2024 shows LP commitment volumes to venture funds down 38% year-over-year, with many allocators citing extended deployment cycles and muted exit activity. MainePERS itself reduced its target allocation to venture capital from 4.5% to 3.5% of total assets in 2023, reflecting concern over J-curve drag and distribution slowdowns. Yet the pension has maintained relationships with managers demonstrating consistent capital discipline and differentiated deal flow.

Capricorn's recent activity suggests why MainePERS continues to back the firm. Capricorn Investment Group—the umbrella entity—reported $9 billion in assets under management as of mid-2024, with venture capital representing roughly $2.3 billion of that total. The firm's Technology Impact Fund IV, raised in 2022, deployed capital into 34 companies by year-end 2023, a pace that places it in the top quartile for active portfolio construction among growth-stage funds of similar vintage, per PitchBook. Capricorn also benefits from an unusually stable LP base, with approximately 72% of capital coming from repeat investors across the past three fund generations.

Allocators should track two follow-on signals. First, whether MainePERS adjusts its venture allocation target upward when it conducts its triennial asset-liability study in Q3 2025. An increase would indicate the pension views this commitment as strategic repositioning rather than a legacy relationship maintenance. Second, watch for Capricorn's next fundraise, likely to launch in late 2025 or Q1 2026 based on typical fund cycle timing. If Capricorn closes at or above $800 million—its prior fund size—it will confirm that impact-linked venture can still command scale capital even as the broader venture market contracts.

MainePERS disclosed the commitment in a March board meeting. Capricorn Investment Management declined to comment on specific LP relationships.

The takeaway
$80M MainePERS-to-Capricorn commitment signals sustained LP appetite for proven climate-tech managers despite sector-wide venture caution.

Your next customer won't visit your website. Their AI will.
AI assistants have quietly taken over the first step of buying — they answer from catalogs they can read and shortlist whoever can actually ship. Two questions now decide whether you exist to that buyer: can a machine read your catalog, and can you fulfill the order. Most brands fail one or both and never find out why the orders went elsewhere. The winners of this shift aren't the loudest. They're the most readable. Build for the machine that's about to do the shopping.
