Moody's affirmed France's Aa3 rating Friday afternoon, defying the majority of sell-side economists who had priced in a one-notch cut. The decision leaves France one grade above S&P and Fitch, both of which downgraded to AA-minus earlier this year. French 10-year OATs closed the session at +78bp over German Bunds, near the widest levels since 2012, before tightening 4bp in after-hours trading on the headline.
Paris faces a €60 billion budget gap for 2024, equivalent to roughly 5.6% of GDP, more than double the Maastricht ceiling. Prime Minister Michel Barnier's minority coalition has proposed €40 billion in spending cuts and €20 billion in new taxes, but the package requires Socialist and centrist backing to survive a no-confidence vote expected before year-end. Barnier commands 213 seats in the National Assembly; he needs 289 to govern without relying on the far-right's tactical abstention. Moody's cited "ongoing fiscal consolidation efforts" in its statement but noted that execution risk remains elevated given the government's lack of a working majority.
The hold matters because it preserves France's access to sub-1.5% real yields in global reserve-manager portfolios and keeps the sovereign comfortably inside ECB collateral haircuts. A downgrade to Baa1 would trigger mechanical selling from Japanese insurance funds and Gulf central banks, which hold an estimated €340 billion in French government debt under mandates that cap single-A exposure. Moody's next scheduled review falls in early January, three weeks before the Constitutional Council rules on the legality of Barnier's tax increases. If the budget fails or the government collapses, Moody's will reconvene off-cycle.
Watch for two follow-on events. First, whether the Socialists extract pension concessions in exchange for their votes, which would widen the deficit path and irritate Brussels. Second, whether December OAT syndication clears at spreads inside +85bp—a failure there would confirm that real-money accounts are front-running a ratings cut regardless of Moody's patience. Barnier's office is expected to publish revised deficit forecasts by November 8, after regional elections conclude.
The rating is now a lagging indicator. The market already trades France as if it sits between Spain and Italy, and Moody's has bought the government time it may not be able to use.
