SK Hynix approved ₩54.3 trillion ($38.3 billion) in capital expenditures through 2031, the largest multi-year commitment in the company's history. The board resolution covers new DRAM fabrication facilities in Yongin and expanded NAND flash production lines, both calibrated to meet AI-accelerator memory demand that has outpaced internal forecasts by 18% since Q3 2024. The vote came without dissent.

The bulk of the capital flows into two clusters. Yongin DRAM fabs will anchor HBM3E and next-generation HBM4 production, with first wafers targeted for late 2026. NAND capacity additions focus on enterprise SSD controllers and high-density modules for inference workloads, where SK Hynix currently holds 23% global share behind Samsung and Micron. The Yongin investment effectively doubles HBM wafer capacity by 2028, positioning SK Hynix to capture incremental demand from Google TPU v6, Amazon Trainium2, and Microsoft Maia deployments that begin scaling in H2 2025. Samsung announced a comparable ₩47 trillion investment in October, but execution timelines lag by six to nine months. Micron remains capacity-constrained through 2026. The window for SK Hynix to lock long-term supply agreements with hyperscalers is narrow and open now.

The NAND strategy is less obvious but structurally important. AI inference workloads require fast, dense storage closer to the accelerator, and SK Hynix is engineering 300-layer V-NAND specifically for PCIe 5.0 and CXL 3.0 environments. Enterprise SSD ASPs have climbed 41% year-over-year, and lead times for high-performance modules now stretch past 22 weeks. If the inference build-out follows the training infrastructure curve, NAND margins recover to mid-teens by late 2026, reversing three years of structural compression. The investment also hedges against memory commoditization risk as HBM production eventually matures.

Operators should track two follow-on events. First, Samsung's capital allocation decision in April will clarify whether the memory oligopoly enters a coordinated expansion phase or fragments into a share war. Second, NVIDIA's HBM4 specification release, expected in Q3 2025, will determine whether SK Hynix's Yongin fabs require mid-cycle retooling or deliver clean yield from day one. Both events arrive within six months.

SK Hynix shares closed up 2.1% in Seoul on volume 18% above the 30-day average. The company now trades at 11.2x forward earnings, a 340-basis-point discount to Samsung despite superior HBM margins and earlier execution timelines. The capex commitment is the thesis.
