Dark fiber—unlit optical cable leased without active network equipment—lets Google control transmission protocols and latency inside its own data center footprint. Verizon provides the physical strand; Google deploys the transceivers, amplifiers, and switching logic. The arrangement shifts capital expenditure to the tenant while Verizon collects lease revenue with minimal ongoing operating expense.
