Ukraine's national motorsport federation has filed a formal complaint with the FIA ethics committee challenging the governing body's January decision to reinstate Russian competitors in international motorsport. The complaint marks the first time a national federation has used the ethics channel to contest a sporting ban reversal since the committee's 2021 restructuring.

The FIA lifted its Russian ban quietly in a January 17 circular, reversing a March 2022 suspension imposed days after the invasion. Russian drivers may now compete under neutral status—no flag, no anthem, individual capacity only. The ban had covered 11 active superlicense holders and roughly 60 junior-category drivers across FIA-sanctioned series. No Russian driver has yet re-entered Formula 1, though two hold valid superlicenses for 2025.

The complaint targets process, not policy. Ukraine's federation argues the FIA failed to consult affected member nations before the reversal and bypassed its own statutes requiring World Motor Sport Council approval for geopolitical sporting decisions. The federation is represented by Leonid Kostyuchenko, who also chairs Ukraine's Olympic Committee legal arm. That dual role is worth noting: the International Olympic Committee maintains its own Russia ban through December 2025, creating jurisdictional tension the FIA now sits inside.

The ethics committee has 90 days to decide whether to hear the case. If it proceeds, the process pulls in three outside jurists—typically sports-law academics with no commercial ties to motorsport—who can compel document production from FIA president Mohammed Ben Sulayem's office. The last time the committee forced document disclosure was in a 2023 financial-governance case involving the FIA Foundation's endowment structure. That case took 11 months and ended in a procedural settlement with no public findings.

Sponsor exposure is the second-order concern. Formula 1 carries $680 million in annual Russian-market revenue exposure through Gazprom's former track sponsorships and broadcast deals in neighboring territories where Russian viewership still registers. The ban lift theoretically reopens that pipeline, but no Russian energy company has approached the series since 2022. The complaint's existence alone keeps that market legally complicated for another year minimum.

Three national federations—Poland, Estonia, Lithuania—have filed amicus letters supporting Ukraine's complaint, according to two people familiar with the submissions. Those letters do not make the federations parties to the case, but they do establish a voting bloc inside the FIA General Assembly, which meets in October and holds statutory power to override World Motor Sport Council decisions with a two-thirds majority. That threshold has been reached exactly once in 40 years, in a 1997 dispute over tobacco sponsorship.

The complaint also names Mohammed Ben Sulayem personally, alleging he approved the ban lift without presenting it to the full WMSC. The FIA's January circular lists no vote record and no consultation log. Ben Sulayem has not commented publicly on the complaint. His office issued a statement to Autosport noting the decision aligns with IOC guidelines, which is technically incorrect—the IOC guidelines still restrict Russian participation, while the FIA's new rule does not.

What matters for team operators: the complaint freezes any Russian driver signing for the next 90 days minimum while the ethics committee decides jurisdiction. One Alpine-linked Russian junior driver was reportedly in late-stage talks for a 2026 F2 seat before the complaint filing. Those talks are now paused. The complaint also affects manufacturers: Haas F1 carried Russian sponsor Uralkali through 2021 and severed the deal in March 2022 under the original ban. Uralkali has an active arbitration case in Switzerland seeking €13 million in early-termination damages. That case was scheduled for a June hearing; the complaint likely extends the timeline into 2026.

The FIA ethics committee meets in closed session and does not disclose hearing dates or interim findings. The only public output is a final decision, published as a PDF on the FIA website with no advance notice. The committee's last decision appeared on a Friday at 6:47pm Geneva time.
