NCAA Confirms Michigan Beat Western Michigan on Blown Call, Changes Nothing

Rules committee acknowledges replay protocol violation on game-winning Hail Mary but possesses no jurisdiction to alter 13-12 result.

The NCAA rules committee confirmed Monday that Michigan's 13-12 victory over Western Michigan concluded on a Hail Mary that should have been overturned under existing replay protocol. The committee then clarified it has no power to reverse the outcome. The result stands.

Michigan trailed 12-10 with no time remaining when quarterback Jack Tuttle launched a desperation pass into the end zone. Replay appeared to show the ball hitting the ground before receiver Colston Loveland secured possession. The on-field officiating crew ruled it a catch. The replay official declined to overturn. Western Michigan walked off the field believing it had won. Michigan celebrated. The NCAA rules committee, after reviewing the sequence, determined replay officials misapplied the standard for indisputable visual evidence. Protocol required overturning the call. The replay official did not overturn the call.

The admission matters because it exposes a structural flaw college football has known about for years but lacks the institutional will to repair. Professional leagues employ centralized replay centers with senior officials reviewing every contested call. The NFL has one replay command center in New York. College football has 131 FBS programs, each game officiated by conference crews with varying replay standards and no path for post-game correction. The NCAA rules committee writes the rulebook but does not employ officials. Conferences employ officials. When an official errs, the conference can discipline him, reassign him, or decline to renew his contract. It cannot undo his mistake.

Western Michigan lost a game it won on the field and receives no remedy. The Broncos are 2-2 instead of 3-1. That margin determines bowl eligibility in mid-November. A 6-6 record sends a Mid-American Conference team to the Bahamas Bowl with a $500,000 payout. A 5-7 record sends them home. Michigan improves to 3-1 and avoids the political fallout of losing to a MAC opponent in a season already marred by NCAA sanctions from the Jim Harbaugh sign-stealing investigation. Head coach Sherrone Moore, in his first season after Harbaugh's departure to the Los Angeles Chargers, needed the win more than he needed it to be clean.

The rules committee's statement also highlights the growing tension between officiating accuracy and game-day spectacle. Replay was introduced to college football in 2005 to correct egregious errors. It has since become a tool for litigating millimeters, often requiring multi-minute delays that disrupt game flow. The solution professional leagues adopted—centralized review with former officials in a studio—costs money. The NCAA does not control officiating budgets. Conferences do. The Big Ten, which employed the crew that worked Michigan-Western Michigan, has not announced whether it will alter its replay protocols or invest in additional training. Worth noting: the conference distributed $880 million to member schools last fiscal year.

Western Michigan athletic director Dan Bartholomae declined to comment beyond acknowledging the NCAA's statement. Michigan issued no statement. Big Ten coordinator of officials Bill Carollo, who oversees replay officials, has not addressed the error publicly. The replay official in question has not been identified, though his next assignment will be scrutinized.

The outcome creates a precedent problem for future disputes. If the NCAA acknowledges an error but lacks authority to correct it, then the acknowledgment serves only to document the mistake, not remedy it. That may satisfy institutional transparency requirements but does nothing for the team that lost. The next program on the wrong side of a blown call will cite this case. The NCAA will repeat that it has no jurisdiction. The cycle continues.

Big Ten officiating assignments for Week 5 will be announced Wednesday. Whether the replay official from the Michigan-Western Michigan game appears on that list will signal how seriously the conference treats the error.

The takeaway
NCAA confirms Michigan won on a blown call but has no authority to reverse results, exposing the gap between rulebook and enforcement.

Your next customer won't visit your website. Their AI will.
AI assistants have quietly taken over the first step of buying — they answer from catalogs they can read and shortlist whoever can actually ship. Two questions now decide whether you exist to that buyer: can a machine read your catalog, and can you fulfill the order. Most brands fail one or both and never find out why the orders went elsewhere. The winners of this shift aren't the loudest. They're the most readable. Build for the machine that's about to do the shopping.
