Adam Scott told reporters Wednesday that recent White House meetings on the PGA Tour–LIV Golf merger have produced "real momentum" after eighteen months of public silence and private deadlock. The Australian, one of six player directors on the Tour's policy board, attended a dinner in Washington last month with Tour commissioner Jay Monahan, board chair Ed Herlihy, and officials from Treasury and Commerce.

Scott declined to specify which administration officials were present or what commercial terms were discussed. He said the group reviewed "framework language" around governance, broadcast rights carve-outs, and LIV's ongoing calendar status. "We're past the phase where everyone pretends this isn't happening," Scott said. "The question now is what PIF actually wants and what Tour sponsors will tolerate."

The comments are the first substantive player signal since the framework agreement was announced in June 2023. That deal, still unsigned, contemplated the Saudi Public Investment Fund injecting more than $1 billion into a new commercial entity that would house both Tours' media rights. Negotiations stalled over PIF's insistence on board seats and the Tour's reluctance to cede control of playing rules. In the interim, LIV has signed 13 new players, though none ranked inside the world's top fifty at signing.

Scott's optimism follows two developments that Tour insiders say broke the stalemate. First, PIF governor Yasir Al-Rumayyan attended the Alfred Dunhill Links Championship pro-am in Scotland last October, playing alongside Rory McIlroy and Monahan in what participants described as a "reset." Second, Treasury officials signaled in private meetings that they would not block a deal on antitrust grounds if certain sponsor-protection language survived. Scott's presence at the White House dinner—alongside Tiger Woods, who joined the policy board in August—suggests the Tour is road-testing governance structures with its highest-value assets before presenting terms to rank-and-file members.

The timing matters for sponsors. Cognizant, which pays roughly $12 million annually for title rights to a Florida event, is in the final year of its deal and has told Tour officials it will not renew unless the "LIV situation resolves," according to a person familiar with the conversations. At least two other title sponsors have similar renewal clauses tied to calendar certainty. If LIV players return to the Tour, those sponsors want guarantees that marquee names will commit to their events, not skip them for LIV's shorter season.

Scott acknowledged the sponsor pressure but said the White House meetings focused on "making sure this doesn't turn into a ten-year lawsuit nobody wins." He noted that several LIV players—he did not name them—have begun "informal outreach" to Tour peers about what a combined calendar might look like. One scenario under discussion: LIV shrinks to eight events, all overseas, while its contracted players return to the PGA Tour for the FedEx Cup season. LIV would retain its team format and its own media deals, functioning as a shorter premium circuit rather than a rival league.

The structure resembles what Premier Golf League pitched in 2020 before LIV launched. Whether PIF accepts a scaled-back role depends on what it gets in return. Scott said the framework now includes a "preferred capital window" that would give PIF first-look rights on Tour media renewals with CBS and NBC, both of which expire after the 2030 season. That would let PIF negotiate a stake in those deals before they go to market. "It's not about Greg Norman's calendar anymore," Scott said. "It's about PIF getting a seat at the table when the real money gets allocated."

Watch the Wyndham Championship this week, where Scott plays and where Tour officials often hold closed-door sessions in the locker room. If more player directors echo his language, framework terms could reach the full policy board by the Tour Championship in late August. PIF's Al-Rumayyan is expected to attend that event in Atlanta. Cognizant's renewal decision is due by October.

The Tour has not confirmed the White House meetings. A PIF spokesperson in Riyadh declined to comment. Scott tees off Thursday at 1:47pm local time.
