The PGA Tour informed Strategic Sports Group last week that the $1.5 billion equity commitment signed in January may require renegotiation if the framework agreement with Saudi Arabia's Public Investment Fund remains unsigned by July. SSG's capital was structured around a merged entity controlling both tours, premium international broadcast windows, and consolidated sponsorship inventory. None of that exists.

The framework memorandum announced in June 2023 gave both sides twelve months to finalize governance, team equity splits, and LIV's tournament calendar integration. SSG's $1.5 billion was never intended as survival capital. The consortium led by Fenway Sports Group, Arthur Blank, and Steve Cohen priced the deal at a $12 billion enterprise valuation assuming LIV's $300 million annual operating losses disappear, its marquee names return to PGA Tour events, and the combined entity commands a global media rights package worth $700 million annually by 2027. The Tour's current domestic deal with CBS and NBC pays $400 million. Without LIV's roster or Saudi distribution leverage, that gap doesn't close.

The Tour is now modeling two scenarios. In the first, PIF completes the merger by September, SSG's capital flows in tranches through 2025, and the organization pivots to a player-equity model resembling Formula 1's tiered constructor payments. In the second, the framework expires, LIV continues as a rival league with separate telecasts and sponsor conflicts, and SSG renegotiates at a lower valuation reflecting a fractured market. Internal documents circulated to player directors in May estimated the second scenario reduces enterprise value by 30 to 40 percent. That math puts SSG's entry price closer to $900 million for the same equity stake.

Three outcomes matter in the next ninety days. First, whether Al-Rumayyan accepts a non-voting board seat, which player directors consider acceptable but PIF's leadership views as ceremonial. Second, whether LIV reduces its 2025 schedule from fourteen events to eight, freeing its contracted players for PGA Tour eligibility without release waivers. Third, whether the Tour can finalize a international media package with a Middle Eastern broadcaster before its CBS negotiating window closes in August. The Riyadh meeting scheduled for June 18 will surface which of those three is possible.

SSG's revised term sheet is expected before the Travelers Championship. The Tour hasn't told players what the new number is.
