The app went live April 22 and logged 1,400 downloads in its first week, according to data shared by the ATB. The board has not disclosed development costs, but comparable Caribbean apps typically run between $180,000 and $320,000 for initial buildout and first-year hosting.
The campaign matters because Anguilla operates without a major international airport—access requires a ferry from St. Maarten or a chartered flight—and competes on experience density rather than volume. The territory recorded 98,200 visitor arrivals in 2025, up 11% from the prior year but still well below pre-2020 levels. Per-visitor spending, however, reached $2,840 in 2025, the highest in the Eastern Caribbean and 23% above the regional median. The ATB's play is to convert that spending advantage into repeat visitation through frictionless mobile tools that turn first-time guests into multi-year returnees.
Xcape's differentiator is merchant-funded inventory. Participating hotels and restaurants pay the ATB between $600 and $1,800 annually to appear in curated itineraries, creating a lightweight revenue model that avoids commission structures. That margin gives the ATB runway to iterate without relying on additional government appropriations, which have remained flat since 2022.
Operators should watch whether Xcape adds transactional capability by Q4 2026. The current version serves discovery only—users cannot book tables or villas inside the app. Adding a booking layer would require integrations with property-management systems and point-of-sale platforms, lifting development costs but also unlocking affiliate revenue streams. The ATB has scheduled a merchant feedback session for late June, where it will present data on user behavior and assess demand for reservation features.
Allocators tracking destination-marketing infrastructure should note that Anguilla's per-capita tourism budget remains $68 per resident, compared to $112 in Barbados and $94 in the Cayman Islands. The Xcape rollout signals a shift toward software leverage rather than above-the-line media spend, a pattern likely to spread across under-capitalized Caribbean markets facing static budgets and rising customer-acquisition costs.
