Japan Logs 3.38 Million November Arrivals as Russian Tourists Hit Record Despite Beijing Travel Warning

The policy context remains fluid. Japan's visa waiver program now covers 71 countries, up from 68 in 2019, with recent additions including Brazil and several Gulf states. The tourism agency is targeting 60 million annual visitors by 2030, but has not clarified whether it will adjust that figure based on source-market composition changes.
